Water / Sewer Line Extension Policies

West Knox Utility District provides both water and sewer service within its boundaries. The service area has been characterized by steady growth due in part to the availability to these services. Since the District is responsible for maintaining and operating the system, the manner which lines are constructed is of utmost importance to the District. The District must plan for the future, and all new construction must be planned for the overall effects on the District.

The Tennessee Department of Health and Conservation requires that all water line and sewer line extensions, regardless of size, be submitted to and approved by the Department. All water lines require a hydraulic analysis and on occasion hydraulic calculations need to be submitted to for sewer line extensions. Details and specifications need not be submitted to West Knox Utility District or Tennessee Department of Health and Conservation because the District already has approved plans and specifications on file at the State. In general, these specifications require all water line extensions to meet the following minimum criteria of being six-inch diameter, pressure class 350, ductile iron pipe. Fire hydrants are required every 1000 feet in subdivisions beginning at the entrance, all services are to be copper, and blow-off assemblies are required at the end of the lines. Sewer lines are to be a minimum of eight-inch diameter and may be constructed of ASTM D 3034 SDR35 PVC pipe in depths up to 13 feet. Greater depths, creek crossings, slopes in excess of 20%, and road crossings require the use of ductile iron pipe. manholes are required every 400 feet, at any change of direction or grade, or where the line size changes. All service laterals shall be six-inch diameter. Detailed drawings and specifications may be obtained from West Knox Utility District's main office.

All plans for future lines must be reviewed and approved by the District prior to construction. The procedure for line extensions is outlined below.

I.) Preliminary Phase

a. Developer contacts District concerning anticipated development

1.) Preliminary location and determination if service can be

made available

2.) Any special requirements for project identified

II.) Design Phase

a.) Developer hires registered engineer to prepare drawings for

submittal to West Knox Utility District for approval

b.) Drawings submitted to District for approval

c.) Following WKUD approval, Developer submits plans to

TDH&C for approval

III.) Construction Phase

a.) Developer selects and hires a licensed utility contractor

b.) WKUD will provide inspector

c.) Contractor will construct facilities

d.) Developer's Engineer will prepare and submit record drawings

of facilities to District on computer disc

e.) Final testing of and placement into service
